FIDUN was engaged in mid 2013 to prepare the Request For Proposal (RFP) for the sale and redevelopment of the landmark CBD site of approximately 7,445m2 including the sale of the property under a 99 year ground lease, negotiation of the office pre-commitment for the key stakeholders, development of the $500m mixed use development and restoration of the heritage listed Neo-Gothic church and cluster of supporting historic buildings.  

This complex role encompassed the:

scoping, development and delivery of the RFP document in its entirety. 
defining the key strategic objectives of numerous stakeholders,
developing the framework of the RFP that would maximize the Stakeholders return at an appropriate level of risk whilst achieving their objectives,
procurement and or preparation of all necessary information including UCA’s vision and objectives for the site’s redevelopment and specific office requirements of various stakeholders,
overseeing the briefing and preparation of specialist reports including hertiage,
developing the commercial framework and key principles to be reflected within the Development Agreement (including risk allocation through the various phases of redevelopment, land price, performance security, insurance, key terms associated with the delivery of the Wesley Mission accommodation under either a strata-title or lease arrangement, conditions impacting settlement period, responsibilities for infrastructure upgrades, funding of restoration works, timing for payment, timing for delivery of required works components, development program etc). 
developing the RFP Evaluation Plan defining the evaluation criteria, role of the assessment panel members, assessment program and process to provide a framework and transparent manner for the evaluation of all Proposal Responses provided in response to the RFP package. 

The documentation was successfully delivered within the required 10-week program.
